Infrastructure Needs Change with Changing Landuse

Changes to agriculture is driven by regional and national factors, not just local.    This is illustrated by the growing viticulture industry.  Impacts to local infrastructure are rapid and severe with no corresponding adjustment to revenues.  Councils who are promoting regional development on behalf of their constituency find it difficult to “hold out” on infrastructure expenditure until revenues match new expenditure levels and carry out the work needed (from funds needed for renewal of the existing asset stock).
